Bunkering

Backed up by an expanding petroleum terminal, SEYPEC offers a range of bunkering and de-bunkering facilities in Port Victoria, offering quality bunker fuels at highly competitive regional prices.

The Seychelles Petroleum Company Limited (SEYPEC) is the sole petroleum supplier in Port Victoria, Seychelles and its bunkering service is available at all ports in the harbour with various grades of bunker fuel inclusive of gasoil and fuel oil on offer. The Commercial Port, which is the quay were tankers discharge and load their products, is located some 170 metres from our depot, hence provides easy access and better control of the products that are being supplied. Dedicated product pipelines connect our depot to three ports providing a total of 21 bunkering points.

The Seychelles Paradise tanker supports regional and inner harbour bunkering with a capacity of 1,699 cubic meters, and can be chartered for offshore barge deliveries throughout the Indian Ocean, as well as for vessels at anchorage at Port Victoria, Seychelles. This service is available for Gasoil and Motor Gasoline.

Ex Pipe delivery

Pipelines connect the SEYPEC storage depot to the Commercial Port, Fishing Port, Ile Du Port Handling Services Quay and the Net Repairs Quay and details of the various services are highlighted below. During all bunkering operations, a 15m radius shall be cordoned off to demarcate the bunkering zone.

Commercial port

  • 8 bunkering points available
  • Gasoil 50ppm and Fuel Oil 180cSt
  • Maximum Draught (as provided by Seychelles Ports Authority):
    • North end Monster Buoy to Bollard no.12: 9.5 meters
    • Bollard no.12 to Bollard no.23: 11.5 meters

Fishing port

  • 8 bunkering points available
  • Gasoil 50 ppm
  • Maximum Draught (as provided by Seychelles Ports Authority):
    • Berth 1: 5 meters
    • Berth 2, 3 and 4: 8 meters

Ile Du Port Handling Services (IPHS) & NET repairs quay

  • 7 bunkering points available
  • Gasoil 50 ppm
  • Maximum Draught (as provided by IPHS):
    • IPHS North: 12 meters
    • IPHS South: 10 meters
    • Net Repairs (Zone 14): 10 meters

 

Pumping Rates

The average pumping rate is between 85 to 135 CBM/Hour although tis would depend on vessel receiving capabilities and connection sizes as well as other ongoing bunkering operations.

 

Connection Types

Various hose connections are available to support bunkering to vessels as follows:

Hose Connections

  • 2.5 inches diameter at all bunker points
  • Supply via direct pipeline is also available for large quantities through 6 and 8 inch hoses at CP1, 4 and 5
  • Minimum of 30m and maximum of 60 metres in length

Reducers

  • 3,4,5 and 6 inches

 

Position of Vessels

Only vessels on first and second line shall qualify for bunkering. All second line bunkering shall be undertaken subject to ongoing bunker operations. Supply to all second line vessels shall only be undertaken subject to a signed disclaimer.

 

Limitations to Bunkering

SEYPEC’s bunkering procedures are undertaken within strict safety parameters and in line with international industry norms and hence each bunker to be carried out shall be vetted in terms of activities which may affect the safety and security of the bunkering process including but not limited to:

  • Offloading or loading of containers;
  • Presence of fish loaders or nets around the bunker points and pits;
  • 3rd line bunkering shall not be permitted
  • Other port activities that may be within the area of bunkering;

 

Barge supply: Seychelles Paradise

Barge supply is available through SEYPEC’s tanker, Seychelles Paradise. The tanker offers anchorage supply at Port Victoria, and also offshore supply throughout the Indian Ocean.

  • Products carried: Gasoil 50 ppm.
  • Cargo Capacity: 1,699 cubic meters
  • Pumping Rates: 4 cargo pumps with a maximum discharge rate of 600 cbm/hr
  • Fresh Water: 150,000 Litres capacity

Prior to delivery, a Ship-to-Ship (STS) checklist must be completed and vetted prior to approval being given for the supply. The anchorage supply at Port Victoria has a maximum draught of 11.5m at the both the Tuna Buoy and English River Buoy. Only one vessel can be bunkered at any one time.

 

Road Tanker

Road tankers are available for deliveries on both Mahe and Praslin after 1600 hours to 1900 hours during weekdays and 0830 hours to 1500 hours during weekends. Truck capacities are either 10,000 or 20,000 litres.

Delivery methods include either direct supply through a nozzle or 2.5 inch coupling connection on the manifold through a delivery Hose of up to 15 meters. The road tankers can supply at all ports outlined under section 2.1, including the Inter Island Quay which has a maximum draught 5 meters.

 

Request for Bunkering

All bunker requests shall be approved on the basis of a bunker nomination received from the buyer of the product, indicating volume, product grade and vessel details.

  • Requests for all bunkers must be provided by email 24 hours in advance of the supply date and time indicating date and time of supply, location of vessel and any special conditions, difficulties, peculiarities, deficiencies or defects in respect of any particulars to the Vessel which might adversely affect the bunker supply.
  • A minimum of 36 hours’ notice will be required for bunker requests that will extend past 7pm on weekdays and 4pm on weekends, in order to make the necessary provisions.
  • Late requests (< 24 or 36 hour notice) will only be approved subject to ongoing operations.
  • Bunkers will be provided on a first come first serve basis.

Normal bunkering hours are detailed below. Bunkering past normal hours will incur an overtime charge.

Ex-pipe

  • Monday to Friday: 0830 – 1900 hours
  • Saturday to Sunday: 0830 – 1600 hours

Barge (Seychelles Paradise) – Supply within Port Victoria

  • Monday to Friday: 0800 – 1600 hours
  • Saturday: 0800 – 1200 hours

Road Tanker

  • Monday to Friday: 1630 - 1900 hours
  • Saturday to Sunday: 0830 – 1500 hours
  • Deliveries for road tankers supplement bunker services outside of their normal hours and hence all such deliveries shall incur overtime.

Conditions for Bunkering

Vessels engaged in bunkering must display the International Code of signals flag “Bravo” by day and an all-round red light by night. It is prohibited for any vessel to approach closer than 100 meters to any vessel at anchorage displaying these conditions.

Any vessel at port for bunkering operations are prohibited from discharging ballast within harbour limits, regardless of where the ballast was taken on.

Any vessel engaged in bunkering operations is to be securely moored or anchored. Vessels engaged in bunkering operations at anchor must have engines at immediate notice.

In the event of any pollution incident due to a bunker delivery, all other active bunkering operations will be ceased immediately, and will only recommence with approval of the Harbour Master.

 

Payment

All prices are set in US$ per Metric Tonne, and payment terms must be agreed upon beforehand.
